Role Summary:
Building on what have been achieved and to fill the gap in development part of ATAA overall HR system, this HR consultancy aims to set building blocks to establish a robust process of to develop and manage human resource in ATAA association who will review all in-place job descriptions of all staff in addition to complete all missed job descriptions. Based on the analysis of the tasks a two phases training plan will be set the first one is aiming to fill urgent gaps in capacities in the short term and another one on the long term. The result of this objective will help identify inputs and outcomes (What) and skills and behaviors (How) as well as ensuring all staff are empowered with tools, skills, and authority they need to be successful in fulfill their jobs. This will pave the way to the next objective that includes setting a systematic performance management process and piloting the process with number of ATAA staff from different directorates and administrative levels. The process will be documented in section that will be annexed to ATAA HR policy. Moreover, all key staff will be inducted into this process to ensure their buy – in before putting it into effect.
Scope of Work:
- Interviews with managers
- interviews with employees
- Design the draft job descriptions
- Sharing the drafts with all teams and receiving feedback
- Editing and finalizing the job description
- Develop training guide to be annexed to ATAA HR policy
- Conduct a workshop for all key staff (directors and mangers) to induct them into the performance management process
- Core Competencies evaluation (Tests & interviews)
- Technical Competencies evaluation (Tests & interviews)
- Matching between evaluation reports and required skills and Competencies.
- Pilot the process with a sample from the employees (from two different departments with different level)
- Train one assigned staff from ATAA to assume the performance management process
- Designing individual training plans.
- Develop Performance Management Guide (including all need forms) to be annexed to ATAA HR policy
Working Environment:
The consultant can choose to work from ATAA’s office in Istanbul or Gaziantep in Turkey or to perform the work remotely. Minimum of two travels are required to ATAA HQ in Istanbul.
Experience and Technical Competencies
- Minimum bachelor degree, preferably specialization in HR.
- Proven previous experience in developing or leading performance evaluation process on organization/ institution level.
- Minimum 2-3 years of senior HR experience.
- Proven experience of providing an efficient HR service and providing advice on a range of HR issues (Employee relations, HR operations etc).
- Previous experience of working in international or local NGO in the Syrian context.
- Computer literate and experienced with MS Office Suite.
- Fluent English is essential (Advance Level). Additional languages – Arabic a must.
